A: Any ammunition for a firearm, especially for a 12 gauge shotgun, has the potential to kill. Some, however, have a greater potential to injure without incapacitating. In most legal jurisdictions, the use of a firearm is considered deadly force. If it is not justified for you to kill an intruder, it will not be justified for you to shoot them, even if you bought weak ammunition and didn't really mean to kill them. In addition, the use of ammunition intended to stop a clay pigeon weighing less than a pound is not likely to stop a violent attack from a 180+lb criminal. Furthermore, any ammunition that does not have the potential to go through the interior walls of a house will not have a good chance of stopping such a violent attack.

A: Steel shot is mandated by law in many places for waterfowl hunting. Lead shot tends to retain energy better at distance, given identical shot sizes. However, steel shot patterns in a different manner than lead, which some hunters find advantageous.
