Q: Can the cases be reloaded with standard FMJ bullets?

A: Yes sir! There's nothing unusual about the cases themselves. They're Federal's own brass and ready to accept new Boxer primers.
Q: Can it be used to carry for civilians?

A: Absolutely sir! Please do be aware that the TSJ bullet's terminal ballistics are equivalent to those of a standard FMJ bullet – it will not expand inside of soft tissue to yield a wider wound cavity like a JHP bullet would. JHP ammo is far more effective for personal protection. Of course, I am aware that some jurisdictions prohibit carrying JHP ammo, so you may be way ahead of me.
