FEDERAL PREMIUM DOES NOT INTEND FOR LAW ENFORCEMENT OFFICERS TO USE THIS AMMUNITION WHILE ON DUTY. These cartridges are “factory seconds,” of sorts.
Allow us to explain. So, as you’re probably already aware, Federal Tactical HST (and Federal Personal Defense HST, which is exactly the same except for its packaging) is some of the highest-quality and most dependable ammo for personal protection on the planet. For reasons that weren’t disclosed to us, and which we aren’t aware of, this particular HST ammo failed to satisfy Federal’s stringent quality assurance protocol. For that reason, it is not marketed as being fit for “duty use.” By extension, we cannot recommend using it for personal protection.
So which application are we selling this ammo for? That’s simple: Practice and training. Though it may have failed to meet Federal’s lofty standards for duty use, you will find it an excellent option for target practice – especially if your preferred ammo for EDC is Federal HST 9mm 147 grain JHP.
Visual inspection alone does not reveal why this ammo failed to meet Federal’s standards. It is clearly loaded with HST JHP bullets, which are designed to penetrate barriers without shedding significant weight or losing their capacity for expansion in the process, pierce soft tissue to a reliable depth, and expand so as to maximize trauma. It also has nickel-plated brass cases, which cycle freely and resist corrosion. Based on its appearance alone, this ammo is indistinguishable from what cops would carry.
Despite all that, the fact remains that Federal does not market this ammo for duty use – only training. Likewise, we can only recommend it for training ourselves. In conclusion, allow us to reiterate that we cannot tell you why Federal did not approve this ammo for duty use. If you ask us why, we’ll have to sheepishly admit to not knowing in our reply.
